進入圓環般的迷惑
　　當今日我們提到「臺南」是什麼、可以成為什麼的時候，主要敘述的人會是誰？回顧歷史，清國時期的邊陲、日治時期的殖民統治、中華民國政府來臺後的戒嚴時代，城市願景的造夢者、城市故事的主述者、城市建設的執行者又是誰？而當我們看到臺南的古蹟、廟宇信仰，告訴我們故事的敘事者，跟我們互相之間的關係又是什麼狀態？
　　1911年於臺灣日治時期公告的臺南市區改正計畫，日人借鏡西方放射狀式都市設計徹底改變臺南，以五座大型公園圓環展示其政治性及權威性、治安局勢的交通整合與控管來協助殖民時期的城市治理。其中位於市中心、最大的公園圓環「大正圓環（現為「湯德章紀念公園」）」，不僅是擁有七條放射狀要道的交通中樞，還有視覺匯集之處的臺南州廳（現為「國立臺灣文學館」），周圍設置臺南警察署（現為「臺南市美術館」），成為重要的都市軸線，奠定了臺南的城市架構。[註1]
　　然而這就是真正的臺南嗎？這道都市歷史的軸線，在政權交迭後，也成為了一條令人迷惑的軸線。

但就這麼喊出了必殺技
　　「迴圈．超展開：2026年第一屆臺南藝術雙年展」以上述五座大型公園圓環中的核心焦點「湯德章紀念公園」作為策展發想的原點，順著本館過往關注的議題脈絡，由七位臺灣策展人（四位獨立策展人、三位館內策展人），提出七個子題；儘管子題像是圓環七條放射狀路徑奔向各處，但卻有隱而未宣的高度默契、如圓心般的問題意識：「當我們再次觀看歷史時，如何思考到主述者沒有說出的部分？如何在殖民者、戒嚴獨裁者為主述者的敘事外，自己成為主述者並產出吾輩歷史觀點的敘事可能性？甚而面對複雜的當代環境變遷，該如何敘述自己的世代？」
　　由楊双子創作的臺灣文學小說《臺灣漫遊錄》，書寫出許多臺灣本島食物受到日本內地食物的影響而「變多元」，以及臺灣的觀光景點、廟宇因日本政府建設而「變好」。在吃食觀光之間，楊双子筆下的兩位主角—青山千鶴子與王千鶴—之間的互動，描繪出微妙難察的不對等權力關係，在小說中逐步揭示掌權者眼光的單方面敘述容易讓我們走進其留下的印象陷阱。
　　「迴圈．超展開」如同動漫的必殺技台詞，開展出七個子題：「被消逝的迴圈」、「環．境迴圈」、「歷史迴圈」、「集結迴圈」、「再生迴圈」、「風景迴圈」、「移動迴圈」， 各個子題在本館空間內與館外核心展區之間彼此交織與纏繞，沒有固定的順序，希望讓觀眾彷彿從圓環大道轉入臺南獨特的窄巷深弄探索，又在某個轉彎處回到大馬路上的身體經驗，以及透過作品與作品之間的關聯，建構出自己的臺南故事。

Entering the Perplexing Circle
When we speak today of what “Tainan” is, or what it might become, who is it that tells the story? Looking back through history, one may wonder who were the dreamers of the city’s future, the narrators of its stories, and the agents who shaped its built environment—from its status as a frontier outpost under the Qing, through Japanese colonial rule, to the era of martial law following the relocation of the Republic of China government to Taiwan? And when we encounter Tainan’s historic sites and temple traditions, what is the relationship between us and those who have narrated their stories to us?

In 1911, during Japanese colonial rule, the Tainan Urban Improvement Plan was announced. Drawing on Western radial urban design, the Japanese fundamentally reshaped Tainan. Five large park roundabouts embodied political authority while integrating and regulating traffic and public security, serving the governance of the city under colonial rule. At the heart of the city stood the largest of these, the Taishō Roundabout (now Tang Te-chang Memorial Park). With seven radial avenues converging upon it, it was not only a major transportation hub but also a focal point of the city’s visual axis, leading toward the Tainan Prefectural Government Building (now the National Museum of Taiwan Literature). Together with the nearby Tainan Police Station (now the Tainan Art Museum), it formed a crucial urban axis that laid the foundation for Tainan’s modern cityscape.[1] Yet, is this truly Tainan? This urban-historical axis, reshaped through successive changes of political power, has also become an axis of perplexity.


But We Just Called Out the Ultimate Move
“Unfolding Circuits: 1st Tainan Art Biennale 2026” takes Tang Te-chang Memorial Park—the focal point of the five major park roundabouts—as its curatorial point of departure. Following the threads of inquiry that have long informed the museum’s work, seven Taiwanese curators—four independent curators and three from the museum—have developed seven thematic strands. Like the seven radial roads extending from the said roundabout, the themes lead in different directions, yet share an unspoken affinity and a common question at their core: When we look at history anew, how might we consider what its narrators have left unsaid? Beyond narratives told by colonizers and martial-law dictators, how might we become narrators ourselves, creating possibilities for telling history from our own perspective? And, amid the complex transformations of the contemporary world, how do we tell the story of our own generation?

Yang Shuang-tzu’s novel Taiwan Travelogue describes how local Taiwanese foods became “more diverse” under the influence of Japanese cuisine, and how Taiwan’s tourist sites and temples were “improved” through construction undertaken by the Japanese government. Between food and tourism, the interactions between the novel’s two protagonists—Aoyama Chizuru and Wang Chien-ho—reveal a subtle and often imperceptible imbalance of power. The novel gradually exposes how a one-sided narrative shaped by those in power can draw us into the trap of the impressions they leave behind.

“Unfolding Circuits,” like an ultimate-move catchphrase from anime, branches into seven themes: “Vanished Circuit,” “Environment Circuit,” “Historical Circuit,” “Collective Circuit,” “Regenerative Circuit,” “Landscape Circuit,” and “Mobility Circuit.” Interweaving and entangling in the museum and in its core exhibition areas beyond, the themes follow no fixed order. Visitors are invited to experience Tainan as if turning from its broad circular avenues into its distinctive narrow lanes and hidden alleys, only to emerge again onto the main road at the next turn. Through the connections between one work and another, each visitor can piece together a Tainan story of their own.

Na Na News – Chitiao Tong News Agency: Open Studio Editorial Action Plan

Starting from Tang Te-Chang Memorial Park, this field research project explores the past and present of the park's seven radiating avenues. By gathering fragments of civic life, the project invites the public to join the editorial board in co-creating six issues of a newspaper, which will distributed via physical bulletin boards and digital platforms.
