內容簡介

臺南市美術館作為一座新成立的館舍，群眾所賦予的期待不僅限於過往角色，為了迎接未來新型態美術館多元而複雜的挑戰，從公部門轄下鬆綁成為「第三部門」，才有機會強健體質、創造更大的能量。 
今年2月9日，南美館成為臺灣第一座以行政法人籌備運作的美術館，本刊特別邀請主要推手之一的籌備委員林曼麗，細說從推行到上路這一路以來的歷程；另一方面，由於行政法人的發展原從西方國家開始，此次也特別第一手訪問到法國羅浮宮、奧塞美術館、英國國立海事博物館的館長，以及日本獨立行政法人國立文化財機構理事長等人，從中瞭解各國不同的需求跟考量，進而吸取長處，期許能藉此因應臺灣自身現況的挑戰。

 
As a newly instituted museum, Tainan Art Museum shoulders higher expectations from the public regarding its role in the past, but also in the future so a new kind of art museum can be born in order to face multivalent and complex challenges. This is why Tainan Art Museum needs to be liberated from the public sector to become a “third sector” to strengthen its constitution and accumulate more forward momentum. 

On February 9th, 2017, Tainan Art Museum turned into the first art museum in Taiwan to operate as a nondepartmental public body. Thus we invite Mun-Lee Lin, one of the prepration committee members of Tainan 
Art Museum, to give us deeper insights into this process. On the other hand, the non-departmental public body originated in the West. This is why the issue includes interviews with the directors of Louvre Musuem, Orsay Musuem, National Maritime Museum in England, and Japan’s Independent Administrative Institution National Institutes for Cultural Heritage so the reader can have a better understanding of different needs and considerations faced by other countries and further the knowledge to cope with our own challenges.
